I ran across a necromancer PvP build that looks promising. It revolves around applying as many conditions as possible to an opponent, then hitting them hard with Feast of Corruption (which does more damage depending on the # of conditions).
Weapons:
Scepter + Focus, so that you can keep your distance from opponents
Skills:
1 - Blood Curse: Alternates between applying bleed & poison conditions
2 - Grasping Dead: AoE snare
3 - Feast of Corruption: Damages opponent and gain life force for each condition on them
4 - Reaper's Touch: Sends out a scythe that bounces between foes and allies. Applies vulunerability to foes and regeneration to allies
5 - Spinal Shivers: Chills your foe and removes three boons
6 - Consume Conditions: Remove your conditions, and gain health for each one consumed
7 - Corrosive Poison: Weakens you, but does an AoE poison & weaken on foes
8 - Signet of Spite: Passive: increases your power; Active: inflict bleeding, blindness, crippled, poison, and vulnerability on foe
9 - Signet of the Locust: Passive: increased movement speed; Active: steal health from nearby foes
0 - Plague: Become a cloud of death and inflict multiple conditions on foes you touch
Death Shroud:
1 - Life Blast: When you enter DS, immediately blast foes with your accumlated life force
2 - Dark Path: If your attack hits a foe, you teleport to them and apply an AoE chill
3 - Doom: Fears your enemy: try to use when they are < 25% health, which allows you to finish them off, or use if opponents get up in your face
4 - Life Transfer: Pull life force from opponents
When Downed:
1 - Life Leech: Lifesteal opponent's health
2 - Fear: Allows you to buy some time to heal
3 - Fetid Ground: AoE damage & poisons foes
4 - Bandage: Restores health by channeling
Here's a video that goes into more detail, and demonstrates the build in action:

I'm going to try it out when the game goes live, and I'll post my observations and feedback at that time.
